REGULAR MEETING
OCTOBER 13, 2008
WORKSHOP: 5:30 PM
Present: Mayor and Council; several visitors; Attorney Larry Flynn
Attorney Flynn discussed amending the business license ordinance to reflect higher penalties and a shorter time for remission; collection of non-payment of garbage fees and reduction of fees for service stations.
Omelia Harris presented Christmas ideas for the tree lighting and Christmas parade.
Mayor Cash suggested payment to Pine Mtn. Band for half of their fee for the concert in November at Homespun.
Mayor Cash told about Spartanburg County’s ordinance to ban burning except during the hours of 9 AM – 3 PM.
Mayor Pro tem Mahaffey suggested changing the entrance signs to the City and use the Hospitality Tax for the changes.

Mayor Cash called the meeting to order.
Mayor Pro tem Mahaffey gave the invocation.
Minutes from last month were approved with Mayor Pro tem Mahaffey making the motion, Councilwoman Dawkins second. Motion carried.
The Administrator gave the financial report and told about the Halloween Candy Giveaway on Oct. 31.
Chief Smith gave the police report, along with informing Council that some streets would be blocked for safety during the Halloween Candy Giveaway.
Councilman Pye made the motion to give $500. from Hospitality Tax to the Pine Mountain Band for the concert at Homespun in November; Mayor Pro tem Mahaffey second. Motion carried.
Mayor Cash told the group about the Oct. 4 Music in the Park, and stated that it was a success, it was a learning experience. Councilman Pye and Councilwoman Dawkins expressed concern that Council should have been notified about the cost. Mayor Cash told them he would like a committee if another was put on.
Omelia Harris thanked Mayor Cash and Council for the Music in the Park, and gave them information about the tree lighting on December 13 at 6:30 PM and the parade on December 14 at 2:30 PM. She suggested that anyone who would like to enter a hand-made float to contact her. She gave the website as www.chesnee.net, and stated that she had put information about Chesnee on it, and would update it as events occurred.
Vertie Crawford with the Planning Commission covered the following topics:

Anyone could put a float in the parade without a charge.

Becky Brannon had requested to be put on the Board of Zoning Appeals.

Suggested that money be fronted to the Zoning Administrator for purchase of City decorations so she would not have to spend her own money first.
~ The P. C. changed the name Kops Kids to Chesnee Cares.
~
City limits signs now have runners on them. Lights and shrubs are needed for them.
~
Get inmates to clean up the town.
~
Vote at Senior Center Nov. 4, and all candidates must remove political signs after election.
~
Requested Council charge fees for permits for rezoning areas.
Mayor Cash and Councilman Pye expressed the desire to leave Kops Kids as a Christmas project, and not change the name. The name Chesnee Cares could be changed on all other projects undertaken.
Mayor Pro tem Mahaffey made the motion to not appoint anyone solely to the Board of Zoning Appeals until they had a slate of three; Councilman Johnson second. Motion carried.
Mayor Cash explained that money could not be forwarded to purchase supplies, but something would be worked out so volunteers would not have to put their money in first.
Councilman Johnson stated that inmates are already being used for clean up. He suggested solar lights from the state for the signs. He asked citizens to not cut grass and let it blow back into the streets.
Ben Dodd, Victims Advocate stated that eight victims had been notified in September.
He informed Council that court is now twice in one week; the first Monday and Thursday of each month. He stated that he made four visits into the community for victims this past month.
There being no further business, Mayor Pro tem Mahaffey made the motion to adjourn; Councilwoman Dawkins second. Motion carried.
