Workshop: 6:30 PM

Workshop: Council discussed agenda items. They talked about potholes all over town, especially Manning Street. Mayor Pro tem Johnson asked the Administrator to contact Carole with the Delegation Office about the speed limit on Highway 221, and also about C Funds to help with the traffic changes and sidewalk at the VSP Center.

Regular Meeting: 7 PM

In attendance: All Council; Mayor Elect Max Cash; Councilman Elect Doug Pye; several visitors; Andrew with Chesnee Cable; David with Tribune.

Mayor Pro tem Johnson called the meeting to order.

Councilman Mahaffey gave the invocation.

Mayor Pro tem Johnson welcomed the visitors and newly-elected officials. He also asked that people cutting grass to let the grass fall into the yard rather than the street. He asked that all cell phones be cut off except for emergency personnel.

Councilman Mahaffey made the motion to approve last month’s minutes; Councilwoman Brannon second. Unanimous.

The Administrator’s report consisted of explaining the erroneous comment about the general fund owing the sewer fund, which was told on cable t. v. by a citizen. She told the group about the Hospitality Fund Committee, which had already met. She gave the financial report.

The Planning Commission report was given by Vertie Crawford. Bids for cutting grass, maintaining flower pots, and general upkeep of the downtown area were explained. She asked for a fee for signage and construction permits, as Spartanburg County does. She asked for Christmas lights on down Highway 221 to McDonald’s. She also asked that a member of Planning Commission serve on the Hospitality Tax Committee.

Ben Dodd, Victims Advocate gave his report. He told the group that in the last term of court, he had assisted three victims. He also told about attending the Day of Prayer for Victims in Spartanburg.

Chief Smith gave the Police report; stating that bench warrants from back in the 80s had been served this past month. He introduced Kip Teal as the new officer. He told Council that his department would be marking street lights that were out, and looking for pot holes that needed to be repaired. He asked for a repeater to allow walkie talkies and car radios to come in clearer to be purchased at a cost of $1500. Council took it under consideration.

Jeff Bailey, plant operator for the City of Inman gave a proposal to Council to operate the plant beginning July 1, 2008 for a total of $38,000 to replace SSD who will cease operations on June 30, 2008. He gave them an ordinance that the City of Inman uses to annex for future growth by allowing sewer to areas outside the City. Council asked for time to study the proposal.

< Councilman Mahaffey made the motion to go into executive session to consider a police personnel matter. Councilwoman Brannon second. Unanimous.

Council reconvened from executive session, with Mayor Pro tem Johnson stating that only information had been taken; no decision made.

Councilwoman Brannon made the motion to adjourn. Councilwoman Dawkins second. Unanimous.
