MINUTES
APRIL 14, 2008
WORKSHOP: 6:30 PM
All Council present.
Councilwoman Brannon discussed insurance for retired employees.
The request from Homespun for Hospitality money was tabled.
The request from Classic Cycles for Hospitality money was tabled.
Mayor Pro tem Johnson stated that he would be participating in the bike ride with the other Mayors in Spartanburg.
Councilman Mahaffey asked if gas could be purchased for police cars through the county when our officers were in Spartanburg. Administrator will check with county.
REGULAR MEETING: 7 PM
All Council, David with Tribune, Andrew with Cable, several visitors present.
Mayor Pro tem Johnson called the meeting to order.
Councilman Mahaffey gave the invocation.
Mayor Pro tem Johnson asked that the meeting be done in a dignified manner with no outbursts. He asked the group to remember the sick, especially Ms. Dawkins’ great grandchild in the hospital, and his aunt who had a stroke.
Councilman Mahaffey made the motion to approve last month’s minutes; Councilwoman Brannon second. Unanimous.
Councilwoman Brannon made a motion to approve changing the Public Comments form to read “by noon on Wednesday” instead of “by noon on Thursday” to submit a request by. Councilman Mahaffey second. Unanimous.
Gwen Vara with the Planning Commission gave their report to Council. She expressed thanks to Robert Nichols for his role in code enforcement. She told Council that they were getting estimates on landscaping the flower beds uptown, and talking with merchants about helping maintain the plants once they are planted.
Victims Advocate Ben Dodd gave his report. He state that he had two victims for the past court term; one home visit, and planned to do more home visits rather than calls in the future.
Councilwoman Brannon made the motion to give final reading to the annexation of the Senior Center. Councilwoman Dawkins second. Unanimous.
Councilwoman Brannon made the motion to allow any employee or Councilperson who retires from the City to carry their insurance if they pay the full amount. This would be no cost to the City. Councilwoman Dawkins second. Unanimous.
Council unanimously agreed that a committee be formed from restaurant owners to oversee the Hospitality Tax requests and to make recommendations to Council. Letters will go out to all restaurant owners.
Chief Smith gave the Police report and introduced Cody Turner, the new Police Officer. He stated that the department had a new policy “Operation Midnight”, where parents would be called in for any child under 16 who was out after midnight.
Stacy Smith with the Hobbs Group gave the annual audit report to Council. She stated that the audit was a good one this year.
Councilwoman Brannon made the motion to adjourn. Mayor Pro tem Johnson second. Unanimous.
